Survivor and Dependent Assistance

The Dependents' Educational Assistance (DEA) program (Chapter 35) offers education and training opportunities to eligible dependents of veterans who are permanently and totally disabled due to a service-related condition or of veterans who died while on active duty or as a result of a service-related condition.

Applicants are required to make an irrevocable election between the Dependents' Educational Assistance (DEA) program and the Fry Scholarship to receive benefits. Children of a servicemember who died in the line of duty prior to August 1, 2011 may be eligible for both the DEA program and the Fry Scholarship, but they cannot be used at the same time.

Applying for and Utilizing the Program

Students planning to utilize DEA program benefits should first notify the Assistant Director of Educational Financing for Veterans Benefits of their decision.

  1. Complete VA Form 22-5490 and submit it to the VA Buffalo Regional Processing Office. After submitting the form, the applicant will receive written notice of eligibility from the VA.
  2. Complete the GS Veterans Request for Certification.
